Er wurde in Mathematik, Religion und Literatur unterrichtet. Früh interessierte er sich für die indischen Stämme und erlernte ihre Sprache. 1792 kehrte er nach Europa zurück, wo er vorübergehend in England und Frankreich lebte. Das Studium der Rechtswissenschaften absolvierte er vornehmlich in Göttingen; anschließend arbeitete er in einer Anwaltskanzlei. 1799 heiratete er die Tochter des Marinekapitäns Lord William Campell, Louisa Campell. 1802 emigrierte er nach Indien, wo er maßgeblich die Einrichtung und Organisation einer Regierung und eines Gerichts in der Kolonie Ceylon bewirkte. Drei Jahre lang war er dort als Generalanwalt tätig. Seine weitreichenden Kenntnisse über die Inselbewohner und ihre Kultur machten ihn zum wichtigsten Berater des Gouverneurs der Inselkolonie, Sir Thomas Maitland, der ihn zum obersten Richter von Ceylon ernannte. Seine Pläne zur Verbesserung der politischen und strukturellen Organisation der Kolonie wurden in London bewilligt, da ihre Umsetzung in Ceylon als Modell für das gesamte britische Indien dienen sollte. Zu diesen Maßnahmen gehörten unter anderem die Einführung einer grundlegenden Ausbildung aller Bewohner der Kolonie, die Beendigung religiöser Verfolgung, die Kriminalisierung der Sklaverei, die Aufhebung aller Restriktionen gegen Nachkommen gemischter Ehen, die Einführung von Geschworenengerichten bestehend aus Eingeborenen und die Erstellung rechtlicher Grundlagen für Angehörige verschiedener Religionen. 1811 wurde er für seine Verdienste geadelt. 1819 kehrte er mit seiner Familie nach England zurück und legte aus gesundheitlichen Gründen sein Amt nieder. 1823 war er maßgeblich an der Gründung der Royal Asiatic Society for Literature beteiligt. Außerdem war er ab 1801 als Professor für Sanskrit am Fort William College in Kalkutta tätig. Er verfasste eine erste Grammatik des Sanskrit, die 1805 erschien. 1814 kehrte er nach England zurück. Hier wirkte er 1823 als Mitbegründer der Asiatic Society of Great Britain, publizierte zahlreiche Aufsätze über das Rechtssystem der Hindu, die indische Literatur, aber auch über die Botanik, Mathematik sowie das Maß- und Münzsystem Indiens. Er stellte der Bibliothek der East India Company seine Sammlung Indischer Handschriften zur Verfügung. Circumstances having rendered it necessary to recall my son suddenly to England & his presence being indispensably requisite previous to my brotherʼs departure for India whither he proceeds next month, I request you will send him with as little delay as possible. I reckon that he will be on his way within a few hours after this reaches Bonn Young Johnston, who must have come a few weeks later will take the opportunity of my sonʼs Company & they will travel together The same circumstances will prevent his return to Bonn to resume his studies there I am much hurried & you will excuse the shortness of the letter & of the notice
